I am at a loss to understand the
statement of the Harbour Master in the same paragraph that
whereas he inspected a vessel for the Transvaal Govern-
Lent on the 27th. of April, 1908, his claim was not even
forwarded. His claim to the continuance of the allowance
formed the subject of Sir F. D. Lugard's Despatch No. 35

of the 29th. of January last. The statement that he
received "instructions to continue the special inspections"
refers to the fact that on the 22nd. April, 1908,
the
Harbour Master was informed that a vessel sailing from

returning emigrants there, required a Special Licence under
the Chinese Emigration Ordinance.

Commander Basil Taylor bases his
claim on the ground that the service he performed in
connection with the granting of such special licences were
the same after the 31st. March, 1908, as before that date;
and that these services were of a special nature in that
they were imposed by special legislation which required
more to be done by the Emigration Officer than was re-
-quired under the Emigration Ordinance, 1889,
and
Chinese Passenger Act 1855 before the Emigration Ordinance
